New Delhi, India — A Maoist,  Dunna Keshava Rao (alias Azad), who reported himself to the police last year in the southern state of Andhra Pradesh has now received his own bounty of over 10 lakh (roughly 20,000 US dollars or 15,000 euros).

The mother of Dunna Keshava Rao (who is still in jail) received over 15,000 euros on his behalf as bounty.

Rao, who led a group of 40 militants who killed a religious leader in 2008, reported himself to the police last year. In February this year the government announced a new policy in the state of Andhra Pradesh, which entails each Maoist who surrenders himself will receive a cash prize. Rao is the first to take advantage of this.

This cash prize for the leaders of the movement are equal to the bounty on their head. The neighboring states of Chhattisgarh and Odisha have recently introduced a similar policy. These states praised respectively 30,000 and 10,000 euros for the tip leads to arrest of top Maoist leaders, or senior Maoists who report themselves to the police.

In 2011 over 600 people were killed in the battle between the Maoists and the state, mainly in India’s eastern states.  Last month Maoists kidnapped two Italian tourists in Odisha. One has been released.

It is unclear whether this poses a serious precedent for other Maoists to report themselves as well.
